BRIEF POSTING DESCRIPTION:

The P TS STRUCTURAL Department of the H ENGINEERING Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Non-Exempt)

This posting seeks to fill at either the Land Surveyor I or Land Surveyor II level; whichever level is most suited to the qualifications of the applying candidate.

LAND SURVERYOR I

JOB FUNCTION:

Performs advanced professional work required in land surveying. Directs field surveys to include locating land boundaries, layout facilities for construction projects, easement staking, topographic surveys, utility surveys, and other related HECO surveying services. Conducts studies, performs calculations and prepares documents to determine land titles, ownership and descriptions of land in connection with capital construction projects, customer projects, general operations and facilities of Hawaiian Electric Company (HECO, MECO and HELCO). Oversees mapping done by outside survey consultants. Directs the field work of Transit Technician and Survey Rod Helper.

ESSENTIAL FUNCTIONS:

Plans, organizes, schedules, and directs a field crew in conducting field surveys to locate land boundaries, to document easements and to layout facilities for construction projects. Prepares labor estimates for surveying assignments. Interacts with internal and external customers on survey and land documentation.
Performs all calculations for mapping, construction layouts and easement documentation.
Prepares and compiles maps and descriptions for land acquisitions, new routes, subdivisions, easement documentation and Land Court surveys.
Performs title searches for ownership, land descriptions, encumbrances, etc., for researching projects, mapping and easement purposes. Obtains survey data from government agencies or other sources.
Provides assistance to the Supervising Land Surveyor and Lead Land Surveyor on status reports involving easements, revocable land permits, civil suits and survey project estimates. Requests easement documents from Land and Rights of Way Division and works with Land agents on issues of land title, descriptions and mapping.
Performs work in a safe manner in accordance with Company polices. Responsible for securing the work site and ensuring field work site safety for all members of the survey crew.
Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

BASIC QUALIFICATIONS:

Knowledge Requirements

Working knowledge of the principles and best practices of land surveying, operation of survey instruments and current surveying technology, Hawaii Land Court rules and procedures for subdivision, mapping and land description, title searching, county subdivision procedures and regulations, writing and interpreting land descriptions acquired through on the job experience and/or Community College or University level courses or equivalent.
Working knowledge of personal computers and current office software. Able to work with spreadsheets, word processing, etc., as well as current Surveying software applications to include data collection and data processing, cogo, contouring packages and CADD.
Working knowledge of state and federal laws and regulations as related to specific division or department activities.
Working knowledge of LEAN continuous improvement principles and best practices to achieve operational excellence.
Working knowledge of SafeStart principles and best practices to achieve a safe workplace environment.

Skills Requirements

Must have or be able to qualify for a State of Hawaii driver’s license. Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.
Ability to remain flexible in a demanding work environment and to adapt to rapidly changing priorities.
Good written and oral communication skills.
Ability to operate and transport survey tools and equipment.
Must be able to hike or fly in helicopters to remote field sites.

Experience Requirements

3 to 5 years experience in relevant land survey work.

Position Description:

Position Description:

GIS Tech II (USACE, Fort Shafter, Hawaii)

A minimum of three (3) years working production experience/knowledge of ArcGIS and ESRI mapping products.

Preferred: Experience with Trimble Mapping Grade Global Navigation Satellite System (GNSS formerly referred to as Global Positioning System or GPS) to collect and process field data; Experience using the Spatial Data Standards for Facilities, Infrastructure, & Environment (SDSFIE); Experience authoring Federal Geographic Data Committee (FGDC) compliant metadata; Familiarity with provisions, specifications, and estimates for surveying, photogrammetry, LiDAR, and/or GIS scopes of work; Familiarity with developing, modifying, and serving web maps;

Must have good communications and interpersonal skills, both oral and written, to interface with managers, engineers, scientists and other personnel.

Candidate must be proficient with Microsoft Office. Other geospatial software used in this office includes SDSFIE tools, ERDAS Imagine, Trimble GPS software, and Adobe Photoshop.

The objective of this project is to develop an updated GIS structure database for all of Oahu and complete a flood hazard analysis, using the data to better understand current flood risks and target opportunities for mitigation, especially for high-risk, Repetitive Loss (RL) or Severe Repetitive Loss (SRL) properties. This position is located within the Commonwealth of the Northern Mariana Islands (CNMI) Coastal Resources Management Office (CRM). CRM provides technical expertise and assistance for the planning, management, and monitoring of coastal resources in the CNMI and ensuring their sustainable use and development. CRM is made up of multiple branches that comprehensively address resource management issues in the coastal zone. These include Permitting, Enforcement, Outreach & Education, Non-Point Source Pollution (NPS), The Coral Reef Program, Natural Resource Planning, and Geographic Information Systems (GIS). CRM also takes an active role in interagency resource management and planning initiatives, including marine and coral monitoring, watershed management and conservation plans, and the CNMI Climate Change Working Group.

In support of these programs and its agency mission, CRM is recruiting for professionally qualified GIS personnel to assist with the implementation of computer and GPS technologies, databases, software applications and tools to produce an integrated geographic information system.

The GIS personnel must demonstrate adequate knowledge with data and process modeling. Under direct supervision of the Director, he/she will utilize GIS for the purpose of spatial data management and visualization, as well as organizing and enhancing existing systems. The GIS personnel will work within the CNMI GIS User Group to help direct GIS activities (data sharing, standardized coordinate and datum scheme, and update responsibilities). The position will assist other staff in the effort to install, implement, and manage the on-going updates of CRM data and information systems. The GIS personnel will respond to requests of users, and troubleshooting problems relating to software and hardware errors, as well as support and train other users as needed. The GIS personnel will provide IT support to CRM, including specifications of computers, printers, plotters and network connectivity.

Ocean Associates Inc. is seeking a candidate who will provide professional GIS support to the National Marine Fisheries Service (NMFS) Pacific Islands Fisheries Science Center (PIFSC) to support marine aquaculture siting and suitability assessments in American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands (CNMI).

Duties

The candidate shall identify, locate, document (metadata), georeference, collect/compile (if necessary), and occasionally create synthesized data that will contribute to preliminary siting and suitability assessments for marine aquaculture operations in American Samoa, Guam, and CNMI. The consultant will format and either load the data and metadata into an existing geodatabase, or create links to data that are provided by other geodata services. This geodatabase will contain political, socio-economic, biological, geological, oceanographic, human use, and legal information, and be accessible via the world-wide web (WWW) to decision-makers, regulators, researchers, entrepreneurs, and the public. It will enable users to display, query, and download relevant data by topic and by area.

Duties include:

· Compile, format, and convert the data into a common geographic reference system.

· Document the data (create metadata using FGDC or ISO standards).

· Create links to the PacIOOS data services and work with PacIOOS to ensure data compatibility with the PIFSC data service.

· Coordinate with aquaculture program members to obtain information for display on the data portal

· Ensure that the web data services can ingest the data.

Responsibilities:
• Design and develop applications using our core product APIs to meet specific customer requirements. You could feasibly work with any of the following technologies: Silverlight, JavaScript, HTML5, Flex, REST, Python, Oracle or SQL.

• Ingesting, Parsing and Publishing Data (e.g. handling various data feed types)
• Maintain hosted data
• Manage software inventory
• Front end GUI Design/development and manage relational database roles/permissions (GUI and DB)
• Develop and administer geoprocessing tasks (e.g. Selecting data, Buffer, Routing, Geocoding, etc.)
• Lead production deployment of software to ensure successful transition to operations and maintenance
• Participate in daily meetings and other Agile processes to ensure quality rapid capability delivery
Qualifications:
ArdentMC GIS Personnel bring a minimum of three years of experience with industry leading GIS server/software and bring an understanding of database environments with respect to application integration with GIS (ESRI, Bing, Google) and database (SQL Server, Oracle) platforms. GIS personnel are involved in developing new and maintaining existing web/map services, supporting developers with code deployments, performance analysis, writing technical documentation, code refactoring, and operating in source control/configuration control environments. Strong written skills are required – architecture diagrams as well as system documentation. ArdentMC utilizes the Agile method of Project Management and Software Development, knowledge of these methodologies is preferred.
