    GIS Analyst - 224631

    The GIS Analyst manages geospatial data, ESRI software and accounts, GPS gear, and work includes UAV use and imagery analysis. The GIS Analyst works closely with a diverse crew of about 50 RCUH field staff, biologists, and planners, as well as federal (Army) civilian staff.

    Regular, Full-Time, RCUH Non-Civil Service position with the Office of the Vice President for Research and Innovation (OVPRI) performing project tasks under the applicable cooperative agreement for the U.S. Army Garrison (USAG), Directorate of Public Works (DPW), Environmental Office, Natural Resources Section, located on the island of O‘ahu. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

    Geographic Information Specialist IV

    Researches, analyzes, designs, and produces the full range and variety of Geographic Information System (GIS) projects and applications and participates in the design and maintenance of the GIS database; and performs other related duties as required.
     
    Distinguishing Characteristics:
     
    This class is distinguished by its responsibility to independently research, design and produce the full range and variety of thematic map projects and applications. Work assignments may also include assisting in the supervision and training of lower level staff and/or directing the work of subordinates as it relates to specific projects.

    Examples of Duties

    • Manages data entry projects to produce thematic map data and reports using a GIS.
    • Designs and produces thematic map data and applications.
    • Writes computer programs to format data and assists in developing the database for map production.
    • Meets with user department representatives to develop and determine GIS needs.
    • Researches, analyzes and designs GIS projects and applications requiring writing programs to meet user's needs.
    • Manages aerial photograph and remote sensing projects.
    • Enters delineated map and descriptive information into GIS through digitizing, key entry or other standard map data entry procedures.
    • Analyzes and interprets aerial photographs or hard copy maps to delineate elevations, wetlands, vegetation, agricultural land, urban land and other geographic and land use characteristics.
    • Investigates and verifies geographic and land use data by making physical inspections.

    Your Opportunity

    Stantec GS is looking for a GIS analyst for one of our Western offices. Preference would be given to one of the following locations: Santa Barbara, Solana Beach, Boise, Denver, or Honolulu; however, we offer flexible work arrangements (e.g. in-office, hybrid, virtual).

    • Work with project teams to figure out the optimal approach for using geospatial technologies to meet client needs, accurately estimate the corresponding level of effort, and then see implementation through to completion.

    • Produce concise, clear, and compelling cartographic output, both dynamic and static, with a keen eye for aesthetics.

    • Always be persistent and diligent about quality, both in one’s own work and the work of others.

    Qualifications

    Your Capabilities and Credentials

    • Experience building and using ArcGIS to solve problems, present results, and graphically report analytical data. (for example, planning reports, presentations, and public outreach activities.)

    • Well versed in data governance and organization, maintain comprehensive documentation for GIS data to ensure data quality. Experience working with SDSFIE data model and FGDC metadata standards.

    • Advanced skills using Esri ArcGIS Pro 3.X and ArcGIS for Desktop 10.8.X

    • Experience developing web GIS using ArcGIS Online and ArcGIS Enterprise/Portal, including Experience Builder, Dashboards, Hub Sites, Instant Apps, Community Analyst, and other Esri Web platforms.

    • Mobile data collection, processing, and integration (GPS surveys with Field Maps, Survey123)

    • GIS data interoperability and integration skills with other data formats such as CAD, Excel, KMZs, LiDAR, etc

    • Strong written, oral, and virtual communication skills for all levels of technical understanding

    • Enthusiastic, resolute, and self-disciplined to work effectively in an exciting, diverse, and challenging environment.

    • Self-motivated to continuously improve and learn new technical and consulting skillsets.

    • Candidates will ideally supply a portfolio of their work.

    • Valid driver's license with good driving record

    • Position requires a pre-employment Drug screen

    Preferred qualifications

    • Database management and analytics (SQL Server, PostgreSQL, Power BI)

    • Customization, automation, and extract, transform, load (ETL); Arcade, Python, FME, ModelBuilder, SQL, ArcGIS API

    • Experience with the Adobe Suite (Acrobat, Illustrator, Photoshop, InDesign, etc) or other Graphic Design platforms

    • Experience with AutoCAD and/or GeoBIM

    • GISP certification

    • Esri or other GIS certifications

    Education and Experience

    • BS/BA degree in GIS, geography, urban planning, environmental science, engineering, or similar degree from an accredited college or university

    • Minimum 3 years of work experience as a GIS professional

    • Ability to obtain IAW NISPOM security clearance

    Pay transparency laws require employers to provide the following information for positions that may be in the following jurisdiction(s):

    Salary Range(s):

    • $30.19 Per Hour - $43.80 Per Hour Min/Max Pay Range for postings located in CO and HI

    • $30.19 Per Hour - $46.97 Per Hour Min/Max Pay Range for postings located in CA

    The final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible.
